Important information on eligibility for funding
Applicants should note that legal entities based in the following countries are not eligible to receive funding for some or all of the topics in this call.
- UK and Canada: Legal entities are eligible to receive funding under topic 1, but not eligible to receive funding under topics 2 to 5.
- Switzerland and South Korea: Legal entities are not eligible to receive funding under any of the topics in this call.
Legal entities based in these countries are of course eligible to participate in the projects as associated partners who participate at their own costs. Note that legal entities that are not eligible to receive funding cannot serve as coordinator of a project.
This is because the funds used for IHI call 11 have been carried over from previous years, when these countries were not associated to Horizon Europe. Under Horizon Europe rules, countries cannot receive funds from budget years prior to their joining the programme. Topic 1 draws on 2024 funds; as the UK and Canada joined Horizon Europe in 2024, legal entities from these countries are eligible to receive funding. Topics 2-5 draw on funds from 2023 and earlier. As the UK and Canada joined Horizon Europe in 2024, legal entities from these countries are not eligible to receive funding. Switzerland and South Korea are currently negotiating their association to Horizon Europe. However, even if their association to Horizon Europe is finalised this year, legal entities from these countries will not be able to access funds from previous years, making them ineligible to receive funding under this call.
- More information on these issues can be found in the Guide for Applicants (Annex 3) and FAQ (Q5).
