IHI publishes calls for tender for the supply of goods and services.

Interested economic operators need to apply to an IHI procurement procedure or respond to a call for expressions of interest to be preselected as a potential candidate for restricted invitations to tender.

IHI does not respond to unsolicited submissions.

 

Call for tender for managed IT services

Reference: CLEANH2/2026/OP/0014

The Clean Hydrogen Partnership as Lead Contracting Authority and on behalf of eight other joint undertakings (Clean Aviation, Chips, Circular Bio-based Europe, Europe's Rail, European High-Performance Computing, Global Health EDCTP3, Innovative Health Initiative, and Smart Networks and Services) has launched a call for tenders for the procurement of services to enhance and build upon the foundational elements of IT Managed Services for the Joint Undertakings, with a specific emphasis on increasing efficiency.

A significant development is its broader scope, encompassing all IT professional services. This new procurement strategy is designed to establish a contract that empowers the joint undertakings and other involved entities to effectively use the pre-existing procurement channels from the Commission while covering the complete range of IT professional services needed for their operations.

IHI JU applies the relevant provisions of the financial rules applicable to the general budget of the Union, (Regulation (EU, Euratom) 2024/2509 of 23 September 2024 (recast)) for the conduct of its procurement activities.

Calls for tender worth €143,000 or more

For procurement procedures of a value of €143,000 or more, IHI publishes its tenders in the Funding and tenders portal.

It is the tenderer's responsibility to check for updates to the procurement documents on the eSubmission platform during the tendering period.

Calls for tender worth €15,000 to < €143,000

For tenders in this range, IHI must conduct a 'negotiated procedure' and consult at least three or five candidates, depending on the value.

IHI does not publish a plan of all tenders in this range for the coming year. It may organise calls at short notice. Please note that IHI is unable to offer a mailing-list service or a notification of the launch of individual tenders.

For tenders in this range, IHI is obliged to publish ex-ante advertisements (advance notices) of individual procurement procedure for a minimum of two weeks on this webpage, to allow suppliers to express their interest in the call for tender. Please refer to the table above for ex-ante publication of current tenders in this range.

Suppliers who wish to express their interest in any published call for tender are requested to send the following information to the contact point as stipulated in the relevant ex-ante advertisement:

  • the company's name and address;
  • relevant business area;
  • title and reference of the tender of interest.

Calls for expressions of interest

Calls for expressions of interest are a means of preselecting candidates who may be invited to submit tenders in response to possible future restricted invitations to tender.

Upon examination of the applications, IHI draws up a list of potential contractors valid for 3 years. Any interested person or company can submit an application at any time during the period of validity of this list, except for the last 3 months.

IHI will use this list for contracts with an estimated value of over €60,000 but below the threshold for the Public Procurement Directive, which is €143,000 for service and supply contracts.

Where a specific contract is to be awarded, IHI will send the procurement documents either to all the candidates on the list, or to certain selected candidates who meet the preselection criteria for the contract.
